27.Pakistan Hands Over Strategic Gwadar Port To China
On 18 February Pakistan and China signed an agreement to hand
over control of the strategic Gwadar port on the Arabian Sea to a
Chinese company.Under the agreement for transfer of concession
rights, the deep sea port will remain the property of Pakistan while
the Chinese company will share profits from its operation. China
Overseas Port Holdings Limited will fully assume responsibility for
Gwadar port in Balochistan province.
28.India-Malaysia Double Taxation Agreement in Force
On 2 February India and Malaysia signed on double-taxation
avoidance agreement (DTAA). Dividends paid by Indian companies to
Malaysian investors or entities will attract a lower withholding tax of
5 percent against 10 per cent earlier. The new agreement has also, in
line with international practice, introduced a new article for taxing
capital gains from alienation of property.
29.India Failed To Curb Sexual Violence Against Women
According to the Human Rights Watch (HRW) ‘ World Report 2013 ‘
India has been accused of failure to curb incidents of sexual violence
against women and for restrictions on right to free speech, India “has
a thriving civil society, free media, and an independent judiciary”, the
city-based rights group said in its assessment of rights abuses in
India.
30.India won Kishanganga Case Against Pakistan
On 18 February the Court of Arbitration at the Hague allowed India
to go ahead with the Construction of the Kishanganga hydroelectric
project in Gurez valley near Bandipura in North Kashmir, the court
rejected the plea of Pakistan that the construction was a violation of
1960 Indus Water Treaty.The Court of Arbitration, chaired by
Stephen M. Schwebel in its orders stated that India can move ahead
with the diversion of water plans of Kishanganga that is a tributary of
Jhelum, for generation of hydro-electric power. But it restrained
India from adoption of the drawdown technique of flushing for
clearing the sedimentation of the run-of-the river project that had
been designed and asked it to adopt a different technique for
generation of 330 MW power facilities
31.President Gave Assent to the Criminal Law (Amendment)
Ordinance, 2013
On 3 February President Pranab Mukherjee gave his assent to the
Criminal Law (Amendment) Ordinance, 2013 which provides for,
amongst other things, stricter punishment for crimes against women.
The Ordinance was to be largely based on the recommendations of
the Justice Verma Committee.However, the Ordinance will have to
be passed by Parliament within six months otherwise the same shall
lapse.
32.Wrestling Dropped From 2020 Olympic Games List
On 12 February the International Olympic Committee (IOC) leaders
dropped wrestling from the 2020 Olympic Games.Wrestling will be
included at the 2016 Olympics in Rio de Janeiro.The IOC board acted
after reviewing the 26 sports on the current Olympic program.
Eliminating one sport allows the IOC to add a new sport to the
program later this year.Wrestling will now join seven other sports in
applying for inclusion in 2020. The others are a combined bid from
baseball and softball, karate, squash, roller sports, sport climbing,
wakeboarding and wushu. They will be vying for a single opening in
2020.The last sports removed from the Olympics were baseball and
softball, voted out by the IOC in 2005 and off the program since the
2008 Beijing Games. Golf and Rugby will be joining the program at
the 2016 Games in Rio de Janeiro.
33.PSLV-C20 Successfully Launched ‘SARAL’ and 6 Other Satellites
On 25 February ISRO’s Polar Satellite Launch Vehicle (PSLV) from the
Satish Dawan Space centre at SPSR Nellore in Sriharikota , launched
the Indo-French satellite “SARAL” along with six commercial payloads
from Austria, Britain, Canada and Denmark into a 785-km polar
sunsynchronous orbit.It was the 23rd mission of PSLV, which has an
impeccable record of 21 consecutive successful flights.
About SARAL:- – The Saral mission results from the common interest
of both ISRO and CNES in studying the ocean from space. For
instance, it can provide information on seasonal forecasting, study
on animal migration, locating ‘buoys’ and fishing vessels, collecting
environmental data such as ocean temperature profiles and currents.
Besides Saral, the PSLV-C20 has put into orbit two micro-satellites
UniBRITE and BRITE (both from Austria), AAUSAT3 from Denmark
and STRaND from UK. It also carried one micro-satellite (NEOSSat)
and one mini-satellite (SAPPHIRE) from Canada.With a lift-off mass of
407 kg, Saral is the 56th satellite to be launched by PSLV.The six
commercial payloads from abroad together have a lift-off mass of
259.5 km.PSLV-C20 is the ninth PSLV in ‘core alone’ configuration
(without solid strap-on motors).
34.“Khushwantnama: The Lessons of My Life” Book Released
On 2 February 2013 The indomitable Khushwant Singh has released a
new book named “Khushwantnama: The Lessons of My Life” on his
98th birthday in which he writes about his life, lessons it has taught
him, politics, future of India and what religion means to him.The
book, published by Penguin Books India, is dedicated to Kaur who is a
close friend of the author.Khushwant Singh was a Member of
Parliament from 1980 to 1986. He was awarded the Padma Bhushan
in 1974 but returned the decoration in 1984 in protest against the
storming of the Golden Temple in Amritsar by the Indian Army. In
2007, he was awarded the Padma Vibhushan.
35.“Netaji Subhash Chandra Bose and Germany” Book Released
Netaji Subhas Chandra Bose new book named ‘Netaji Subhas
Chandra Bose and Germany’ released on 6 February.The First copy of
the book by Professor Anita B. Pfaff was given to the President of
India Pranab Mukherjee at Rashtrapati Bhavan at NewDelhi. The
book was brought out by the Federation of Indo-German Societies in
India.The book is a collection of the records shared by Professor
Anita Pfaff as well as other known biographers and writers.The book
portrayed some interesting facets of the life of Netaji and his
extraordinary contribution to India’s freedom struggle.

The Public Service Commission, West Bengal holds the Clerkship (Preliminary) Examination  simultaneously in various places in west Bengal including Kolkata followed by Final Examination to recruit clerical cadre in secretariat and directorates under government of WB .

B. SPECIAL CLERKSHIP EXAMINATION:
In accordance with the new rules regulating the special recruitment to the Clerical posts in the District and Regional offices under the Government of West Bengal the Public Service Commission, West Bengal, held a Special Clerkship Examination, simultaneously in Kolkata and other District Centres over the State for filling up of the non-psc vacancies, i.e. the vacancies so far filled up by candidates sponsored by Employment Exchanges of the State. The examination  will consist of  only one paper containing  Multiple  choice  objective  type questions  on  General Studies (150 marks) and Arithmetic (50 marks) and having 1 hour and 30 minutes duration.  Final Examination  :  450 marks. The examination will consist of three papers of Conventional type questions, namely, Paper-I : English, Paper-II : Bengali/Hindi/Urdu/Nepali and Paper-III : General Studies and Arithmetic.   Full Marks and time for each of Papers - I & II will be 150 and 1 hour  and 30 minutes respectively.   Full Marks for Paper-III will be 150 (100  marks for General Studies and 50 marks for Arithmetic), the total time being 2 hours and 30 minutes. D. WBCS (Exe) etc.Examination
Qualification- Age: Not below 21 years but not more than 32 years on the 1st January of the year of examination for services and posts included in Group ‘A’,’C’ and ‘D’. For the West Bengal Police Service only (i.e. Group ‘B’ Service) age not below 20 years but not more than 32 years on the 1st January of the year of  examination. Educational Qualifications:  i. A degree of a recognized University.  ii.     Ability to read, write and speak in Bengali (not required for recruitment in the case of candidates from hill areas of the district Darjeeling i.e. for Nepali speaking candidates)
.  1. Preliminary Examination : The Preliminary Examination will consist of only one paper, viz., a paper on “General Studies”..  2. Main Examination : The Main Examination will consist of five Compulsory papers and two optional subjects (one optional subject for candidates applying only for group C and / or D) to be chosen by the candidates from the list of optional subjects given below. E.  WEST BENGAL JUDICIAL SERVICE EXAMINATION :
The Public Service Commission, West Bengal holds the West Bengal Judicial Service Examination to Recruit Judicial officers under judicial department to function as civiljudges/ judicial majistrates in district courts and statutory adjudicating bodies.The Examination will be held in three successive stages, viz., (i) Preliminary Examination (Multiple Choice Objective Type), (ii) Final Examination (Conventional Type – Written) and (iii) Personality Test. The Preliminary Examination will be held in Kolkata and Darjeeling in August Only Hill tribe candidates of Darjeeling District and other candidates of the three Hill Sub-divisions, viz., Darjeeling Sadar, Kalimpong and Kurseong will be allowed to appear at Darjeeling Centre. G. COMBINED COMPETITIVE EXAMINATION, 2008 FOR RECRUITMENT TO THE POSTS OF SUB-INSPECTOR (UNARMED), SUB-INSPECTOR (ARMED) IN THE WEST BENGAL POLICE AND SUB-INSPECTOR, SERGEANT IN KOLKATA POLICE. 
The posts carry the scale of pay of Rs.4,500-9,700/- plus admissible allowances.   All appointments will initially be made on a temporary basis. Female candidates are not eligible to apply for the posts of (i) Sub-Inspector (Armed) in West Bengal Police and (ii) Sergeant in Kolkata Police. Female candidates may apply for other posts. SCHEME FOR COMBINED PRELIMINARY EXAMINATION   Written Examination (one paper having two parts)- Part–I - General Intelligence, MARKS -100- DURATION 2 hours, Part – II- General Awareness-MARKS 100 -DURATION 2 hours Total Marks- 200. The questions in all the tests will be “Objective – Multiple Choice Type”. Candidates will be required to qualify in set  in English and Hindi.
B.SCHEME OF MAIN EXAMINATION FOR MATRIC LEVEL POSTS
 The candidates may note that application form for  Main (written) Examination would be required to be sent to the office of the same Regional Director/Dy. Regional Director where he had applied for the Preliminary Examination. Hence, they are required to select a Centre falling under the same Region as opted for Preliminary Examination..
1. MAIN EXAMINATION FOR LDC (CONVENTIONAL TYPE) (Paper I Marks / Duration)  Part (A) - General English / 50 / 2 hours. Part (B) - General Studies (English/Hindi) / 100 / 2 hours.  Part (C) - Arithmetic (English/Hindi) / 50 /2 hours. Skilled Test – Typing Test at the prescribed speed (Qualifying in nature) is conducted later for those candidates who qualify the main examination.
 2. MAIN EXAMINATION FOR STENOGRAPHER GRADE ‘D’ (CONVENTIONAL TYPE)
(Paper / Marks / Duration) - Part (A) – General Studies (Hindi/English) / 100 / 2 hours . Part (B) – Language Comprehension (Hindi/English)  / 100 / 2 hours.  Shorthand Test in Hindi OR in English – 300 marks for those who qualify at the Main Examination. The candidate will be given one dictation test in English or in Hindi at the speed of 80 words per minute for 10 minutes. The candidates who opt to take the shorthand test in English will be required to transcribe the matter in 65 minutes and the candidates who opt to take the test in Hindi will be required to transcribe the matter in 75 minutes.

B. METHOD OF ENTRY :

Civil Services Aptitude Test

The new Recruitment Process of Civil Services Exam conducted by the UPSC (Union Public Service Commission) is called the CSAT or the Civil Services Aptitude Test. The CSAT is coming into effect from the Civil Services Examination, 2011. CSAT will not only enable us to choose civil servants with right aptitudes but also end the use of scaling system for varying subjects that has been a matter of concern for many. No changes are being introduced at this stage in the Civil Services (Main) Examination and Personality Test in the scheme of Civil Services Examination (CSE).

Scheme of Civil Services Examination

The Civil Services Examination consists of two successive stages -

(i) Civil Services Preliminary Examination (Objective type) for the selection of candidates for the Main Examination; and

(ii) Civil Services Main Examination (Written and Interview) for the selection of candidates for the various Services and posts noted above.

ELIGIBILITY : Nationality : For Indian Administrative Service and the Indian Police Service a candidate must be a citizen of India. For other services the candidate must be either (1) a citizen of Indian or (2) a subject of Nepal or (3) A subject of Bhutan or (4) a Tibetan Refugee, who came over to India before 1st January 1962 with the intention of permanently settling in India or (5) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African Countries of Kenya, Uganda, United Republic of Tanzania, Zambia, Malwai, Zaire, Ethiopia and Vietnam with the intention of permanently setting in India. Candidates belonging to categories 2,3 & 4 shall be person in whose favour a certificate of eligibility has been issued by the Govt. of India.
 AGE : A candidate must have attended the age of 21 years and must not have attended the age of 30 years as on 1st Julyof the year of the Examination. The upper age limit is relaxable for SC & ST candidates by 5 years and by 3 years for OBC candidates. The age limit is also relaxable for certain other categories also i.e. displaced persons, certain categories of Commissioned Officers of the armed force.
QUALIFICATION : A degree of any of the Universities incorporated by an Act of the Central or State Legislature.
NUMBER OF ATTEMPTS : Every eligible candidate appearing at the Civil Service examinations shall be permitted 4 (four) attempts only. This restriction will not apply in case of SC & ST candidate. For OBC candidates the number of permissible attempts is limited to 7 (seven). It must be remembered that an attempt at a preliminary examination shall be deemed to be an attempt at the examination.

1.      INDIAN FOREST SERVICE –
. Forests yield fuel wood, fodder, timber, industrial raw material, preserve our ecological balance and are the natural habitat of our wildlife. Our forest policy lays emphasis on protection, conservation and development of forests. Implementation of this policy is a major responsibility of the Indian Forest Service.
Indian Forest Service (IFS) is an all India class-I service. Entry to this service is through a written examination followed by a personality test conducted by the Union Public Service Commission, New Delhi.
QUALIFICATION : A Candidate must hold a Bachelor’s degree with atleast one of the subjects, namely Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor’s Degree in Agriculture, Forestry or in Engineering of any University incorporated by an Act of the central or state legislature. AGE : A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st July. Age relaxation to SC/ST categories is up-to five years. Relaxation in age is also granted to certain other specialized categories.
 NUMBER OF ATTEMPTS : Candidates who are otherwise eligible may appear a maximum of four attempts.
PLAN OF EXAMINATION : The competitive examination for the Indian Forest Service comprises in written examination followed by personality test. A) The written examination consists of the following papers : Paper-I General English 300 Marks, Paper-II General Knowledge 300 Marks, Paper-III Any two subjects to be Paper-IV selected from the list of 200 Marks for each paper. Paper-V optional subjects. Paper-VI B) Interview for personality test – 300 Marks. List of Optional Subjects : Agriculture, Agricultural Engineering, Animal Husbandry, Veterinary Science, Botany, Chemistry, Chemical Engineering, Civil Engineering, Forestry, Geology, Mathematics, Mechanical Engineering, Physics, Statistics, Zoology.  The candidates will not be allowed to offer the following combination of subjects. a) Agriculture and Agricultural Engineering. b) Agriculture and Animal Husbandry and Veterinary Science. c) Chemistry and Chemical Engineering. d) Mathematics and Statistics.

CLERICAL CADRE
A Common Written Examination (CWE) is conducted by the Institute of Banking Personnel Selection (IBPS)  for selection of personnel forClerical cadre posts in the 19  Public Sector Banks
 The CWE for Clerical Cadre posts will be conducted twice a year by IBPS.

PENALTY FOR WRONG ANSWERS
There will be penalty for wrong answers marked in the Objective Tests. For each question for which a wrong answer has been given by the candidate one fourth or 0.25 ofthe marks assigned to that question will be deducted as penalty to arrive at corrected score
I. VALIDITY OF CWE SCORE CARD
Score Cards issued by IBPS will be valid for one year from the date of issue of the Score
Card. Candidates can appear in subsequent examination(s) to enhance their scores if they
so desire.
IBPS PO Recruitment
IBPS will conduct common written test for Probationary Officer/management Trainee post twice in a year.
Eligibility Condition: A candidate should fulfill the basic eligibility criteria/and nationality/citizenship to appear in CWE.
Age-Minimum age should be 20 years and Max. age should be 30 years. Maximum age limit is specified for general candidate
Education Qualification: A candidate should have a degree in any discipline from a recognized University or its eqvt. Recognized such as  by Central Govt.
